Lifeline Service and Link Up Program
The Federal Communications Commission(FCC) and the Public Utility Commission of Texas have established a program to make telephone and broadband service more affordable to eligible customers. Lifeline Service is a program designed to make telephone or broadband service available at reduced rates to eligible residential customers.
Who Qualifies?
To be eligible for Lifeline, a customer’s annual household income must be at or below 135% of the federal poverty guidelines for the federal discount, or at or below 150% of the federal poverty guidelines for the state discount, or a customer must receive benefits from or have a child in the household who receives benefits from at least one of the following programs:
- Medicaid
- Supplemental Nutrition Assistance Program (SNAP)
- Supplemental Security Income (SSI)
- Temporary Assistance for Needy Families (TANF)
- Federal Public Housing Assistance (FPHA)
- Veterans or Survivors Pension Benefit
- National School Lunch program (state only)
- Low Income Heat and Energy Assistance Program (LIHEAP)
- Health benefits coverage under the state Children’s Health Insurance Program (CHIP)(state only)

Operator Services
The FCC has ruled that Hotels, Pay Phone Companies, and other Institutions may contract with Alternative Operator Services at their locations. These charges may be higher than those of AT&T or Telephone Company provided Operators. You will receive a bill from one of these companies for their charges. If you receive a bill from one of these companies please contact them concerning the charges. The Company is not associated nor does it have any records of these calls.
Other Long Distance Companies
Any questions concerning billing by other long distance companies should be directed to that company’s business office. The Cooperative does not have any copies of your long distance calls.
RELAY TEXAS
RELAY TEXAS provides telephone interpreting service between people who can hear and those who are deaf, hard-of-hearing, deaf-blind or speech-impaired through the use of a TTY or other assistive devices with-in the state. The service also allows a person without a TTY to call a TTY user. Specially trained personnel are available 24 hours a day, 7 days a week, to relay the call. There is no extra charge for this service. Calls placed to destinations with the state of Texas will be billed at the prevailing rates of the carrier selected by the Public Utility Commission to provide this service.
